Expanded Career Progression System Gives Teachers Faster, Fairer Promotions
Griff The Invisible | MAKATI CITY — The Department of Education (DepEd), under the leadership of Education Secretary Sonny Angara and backed by President Ferdinand R. Marcos Jr.’s education agenda, has announced that the Expanded Career Progression (ECP) System is set to provide teachers with more opportunities to advance in their careers without being limited by vacant positions—while maintaining strict merit-based promotion standards.
The reform directly addresses long-standing frustrations among public school teachers, who previously had to wait for plantilla vacancies before moving up the career ladder.
Merit-Based Growth Without Delays
Education Secretary Sonny Angara emphasized that the ECP ensures fairness and equal opportunities for advancement:
“Ang malinaw na mensahe ng ECP: kung handa ka, may pagkakataon kang umangat. Hindi mo kailangang maghintay na may mabakanteng posisyon bago kilalanin ang iyong husay at sipag. Teachers can progress once they meet the standards, rather than be held back by structural limits,” Angara said.
The system introduces two clear career lines:
- Classroom Teaching (CT): covering Teacher I to VII and Master Teacher I to V.
- School Administration (SA): covering School Principal I to IV.
Educators may switch from one track to the other once, subject to qualifications, assessments, and staffing standards.
Clearer Rules, Stronger Safeguards
DepEd clarified that promotion safeguards—such as the limit of three salary grade increases for reclassification—are designed to maintain balance. Exceptions may only be granted by the Civil Service Commission (CSC) or the Department of Budget and Management (DBM) with proper justification.
Teachers applying for reclassification must reach a 50-point requirement for teaching positions, while principals face no cut-off score. Applicants are encouraged to focus on one target position at a time to save time and resources.
On performance, DepEd assured teachers that a single Satisfactory rating under the Philippine Professional Standards for Teachers (PPST)-based Individual Performance Commitment and Review Form (IPCRF) does not disqualify them. Teachers can still be promoted within the same career stage. However, moving up to a higher stage, such as from Proficient to Highly Proficient, requires Very Satisfactory or Outstanding ratings across all 37 PPST indicators.
Importantly, teachers no longer need to wait years between promotions. Those promoted in the previous year may already reapply within the same career stage after just one year, provided they meet the necessary standards.
Support for School Leaders and Incumbents
DepEd also addressed the concerns of existing school leaders. Head Teachers, Assistant School Principals, Special School Principals, and Assistant Special School Principals will remain covered under the ECP. For the next three years, they will be prioritized in promotions and professional development opportunities. They may also choose to be retitled to teaching or principal positions under the ECP without any reduction in salary or benefits.
Additionally, incumbent school principals who were appointed before the implementation of newer assessments—such as the Principal’s Test, NQESH, or NASH—will not be required to retake these exams or present Certificates of Rating when applying for higher positions.
Education Reform in Action
Secretary Angara stressed that the Expanded Career Progression System is not an additional burden but a meaningful reform aligned with the Marcos administration’s broader education agenda:
“Ito ay hindi dagdag pasanin, kundi dagdag pagkakataon. Ito ang ating paraan para maging mas patas at mas malinaw ang ating career system,” Angara said.
DepEd reiterated that the system was designed to reward readiness, competence, and growth. Teachers may now choose to continue excelling in classroom teaching or transition into school leadership roles with a transparent and merit-driven pathway.
“The ECP honors the choices of teachers—whether to stay in the classroom or move into leadership—while ensuring every step up is grounded on merit and fairness,” Angara added.

By reducing waiting times and removing structural barriers, the Expanded Career Progression System is set to empower Filipino teachers with more career options, greater recognition of their expertise, and opportunities for leadership roles.
With its focus on fairness, transparency, and professional development, the ECP is positioned as a cornerstone reform that strengthens the teaching profession and supports the long-term vision of improving the Philippine education system.
